Core Supports is usually the largest category in a plan and covers everyday assistance like personal care, help around the home, community access activities, and transport. This category is generally the most flexible — in most cases you can move funds between sub-categories within Core to meet your changing needs. Capacity Building: Investing in Your Independence
Capacity Building funding is designed to build your skills and independence over time rather than fund ongoing day-to-day support. It covers things like support coordination, therapy, employment support, and programs that help you live more independently. Unlike Core, Capacity Building budgets are generally not flexible between sub-categories — each sub-category can only be spent on its designated type of support.
Capital Supports: Equipment and Home Modifications
Capital Supports covers higher-cost items like assistive technology, wheelchairs, communication devices, and modifications to your home or vehicle. These purchases are assessed and approved by the NDIA and usually require quotes. Capital funds are fixed and cannot be used for anything other than the approved items. If you need equipment, start the assessment process early as it can take time.
Support Coordination: Making Your Plan Work
Support coordination may be funded within your Capacity Building budget to help you find, connect with, and coordinate your providers. A support coordinator helps you understand your plan, set up service agreements, and prepare for plan reviews. Not every participant receives funded support coordination — it depends on your needs and circumstances as assessed by the NDIA.
Supported Independent Living and Your Core Budget
Supported independent living — where a support worker assists you in your own home on a rostered basis, sometimes overnight — is typically funded through Core Supports. Can I spend my Capacity Building funds on personal care support?

What happens to NDIS funds I do not spend before my plan ends?
Unspent funds do not carry over to your next plan. The NDIA uses your actual spending as one of the factors when setting your next plan budget, so it is worth using your funding on the supports you genuinely need.
